Oru who spoke in an interview with the News Agency of Nigeria (NAN) in Abuja, said the programme was designed to create employment for non-militant youths.
He minister said the beneficiaries were trained in oil and gas, maritime, information communications technology (ICT) among others.
He said that the trainees were drawn from the nine Niger Delta states of Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo, and Rivers.
Oru said the construction of skills acquisition centres by the ministry in the nine oil producing states of the Niger Delta were in their various stages of completion.
"The centres in Akwa Ibom and Delta will concentrate on oil and gas, ICT and maritime studies.
"The centres in Abia and Imo will train youths in commerce; the one in Cross River is on entertainment and tourism, while the Ondo skills acquisition centre will focus on agriculture.''
He explained that the ministry’s decision to handover the centres to private managers were the best approach to make them operate optimally and more enduring.
Oru added that the ministry was prepared to ensure that more youths were empowered on various skills acquisition both locally and international.
NAN recalls that the ministry was established in September 2008 by late former President Umaru Yar'Adua, to support his administration’s stabilisation and peace building policy strategy in the Niger Delta.
